Does FCP7 NOT load back onto the hard drive from the TImeMachine backed up FCP7 app? Are the original install disks needed? Needed to reload apps onto a new HD, MacBkPro OS 10.8.5 and FCP7, DVD Studio Pro 4 and Compressor would not open. Please advise. Thanks.

I think the answer is maybe. I would say that it almost certainly won't install from the backup in the Finder. But it may possibly install if you use the TM Restore function.

Gotta install from the installer discs. Final Cut Studio installs pieces throughout the System and Library, not just the apps themselves. So if you only drag over the apps from Time Machine, you are missing most of the components they need to run. Always install from installers.
